Seriously, it's impossible to tell if this is a joke or in earnest. Since the sign is in Montana, I fear it is earnest.
Worse, it's in Minnesota, a state full of otherwise-nice people who nonetheless put up at least one billboard per highway mile that says "Abortion Stops A Beating Heart!"
