Looks like a tribute to actress Marion Davies, who affectionately referred to her (much older) lover, William Randolph Hearst, as "droopy drawers."
Oh! Upon further reflection, I can see the practicality of those pants. See, when she's wearing those, she can have a baby without taking off her pants. Saves all kinds of time.
I'm sure fashion professionals could explain it to us. Maybe women want to shorten the length of their legs and make their groins look oversized? Maybe I was wrong to laugh at grandma after all.
